Add to this agenda: CO2, and reveg
Nominating a Plumas Corp board member that represents the CRM- John Hafen is nominated.
Funding- We might get Prop 50 funds less $3 Million than the original proposal. Feb 20 mtg of waterboard will discuss, so there should be more information after that. Gia is working on RAC contracts with Forest Service for additional RAC funds for education, Poplar and Spanish.
Forum funds on Hosselkus project Gia wrote letter to Rob Perrault of Plumas County Public Works requesting ability to transfer funds from Hosselkus construction task into revegetation and monitoring tasks. Todd said the Forum has a policy for task budget changes.
Revegetation subcommittee to be headed by Jessica. Committee needs to do planning, costs, and manpower. Tina Hopkins wants to be on committee, as she does a lot of reveg work in the fisheries program at PNF. Can we/do we want to use the FRC greenhouse? Tina also has some nursery contacts. Red Clover, Matley, Dyrr bank may need more reveg work. Dyrr reveg work is funded. Tina has used some good erosion cloth that readily breaks down. See Blakeless Creek and other proj areas. March 5 at 0900 at Plumas Corp office for first mtg. We may apply for reveg from BOS Title III funds due 3/15 include cost for equip such as pumps, drip lines, augers, etc (education also to apply).
Watershed Awareness Campaign- Kristy Hoffman Watershed map is nearing completion. Primary audience is 6th graders, but also general public to hang on wall or office wall. Backside with info on where Feather River water goes, State water project, land ownership in watershed and other info. Hopefully 5,000 copies. Funded by Plumas Watershed Forum. Hope to get printed by beginning of March. Probably some copies will be sold to pay for another printing, and most given to school kids.
WATERS Rob Wade WATERS joins together CRM ed and outdoor ed committees. Watershed Awareness Through Education, Recreation and Stewardship. Emphasis on K-12. 12 people attended mtg in January 07. List of projects is too long to mention right now. DWR funding helped catalyze other funding (RAC and Forum) for projects and programs. Briefly, big ones are: 1) Rob has worked with Board of Supes to continue funding the watercourse school year. 2) Also partnering with PG&E Stewardship Council and FRLT for walking school field trips to natural areas near schools. 3) Potential connection with PG&E Caribou property on the North Fork as a base camp for natural resource education. (Maybe Caribou Corners to manage property??) 4) Also drain stenciling, and creek stenciling, where creeks have gone under pavement, and watershed divide signs. Other education news: Greenville High received a planning grant, and shifting to a natural resource academy type of school. Received three years of implementation funding. WATERS next mtg is 4/16 10 am-noon at Quincy library. Also want to do a natural resource calendar of events. How to reach landowners Birds, Barns& BBQ is a great event; CRM should try and have more presence next year to reach out to landowners. Rob taking classes to ranches in Sierra Valley, which was good for both ranchers and students.
Project Updates-
Lil Last Chance anybody know of type of piping we could use to get water around work area? Terry thinks aluminum irrigation pipe might work that we could piggy-back down the valley. At 0.3% slope, friction is the issue. Todd will do some calcs and get back to us on size of pipe needed to carry 1-2 cfs. 4 pipe (even multiple ones) probably isnt going to work due to low head & high friction. Better to go larger pipe (10?). 450 gpm=1cfs. Letters need to be written to Div Water Rights and to court about diversions during project construction. Another idea might be to supply guys downstream with troughs and fill the troughs with a water truck??? RCD know of anybody with pipe?
Hosselkus With Neff Ranch folks, Terry built a 2-3 deep willow trench pack along both sides of stream from top pond to where two fences meet. More work there this Thurs. Maybe needs more seed. Also reveg committee can work here.
Vortex sampler county took it out. Terry looking at re-installing on a bar on Spike Youngs property above the gravel plant. Problem with previous location was the re-adjustment of the channel below the bridge after channelization work. Terry to survey slope. Mountain Yellow-Legged Frog now found at mouth of Rock Creek, as well as headwaters of Bean and Rock Creek. Maybe need to do genetic ID on Kellett property frogs.
Antelope Valley Property of private person with easement under FRLT, some Forest Service & some Fish & Game ownership. Terry & Randy Westmoreland of Tahoe NF doing watershed assessment, looking at road system, and other watershed characteristics, and then making recommendations to landowners. CRM partnering with FS to do assessment with DFG $ from Wildlife Foundation. Plumas Corp agreement would be with Wildlife Foundation to look at non-federal land. FS would have Agreement with Foundation to look at federal land. Terry now working on agreement. Output would be high priority project conceptual designs. Terry also contacted Gabe Miller of Sierra Valley RCD to work on it.
Smith & Raap/Guidici Terry explained project concepts are pond & plug at both projects.
Carbon Sequestration Jim has been talking to researchers and is looking for a meadow protocol to quantify restored meadows as carbon sequestration areas. State also looking at quantifying CS on different land forms such as forests and meadows. Emily Moghaddas also interested in this topic & may be a resource for more info on this.
Monitoring were still collecting monthly flow data (or close to Monthly). Kevin Pond is available to help do flow msmts, since funding is so low.
Meeting adjourned at 3:30. Minutes recorded by Leslie Mink.
